The Diabetologist Council from "Dr. Salvador Allende " Clinical - Surgical Hospital is a multidisciplinary group with the objective of developing a protocol of work to diminish mortality , complications and costs of diabetes mellitus in the hospital, as well as in the area surrounding to this hospital. This area belongs to Cerro municipality , one among the fourteen from City of Havana. Cerro is located in the center of the capital. It has a population of 140 000 inhabitants and a surface area of 10.2 Km² .

With this in mind the Diabetologist Council developed a health program called " To Improve the Quality of Life of Diabetic Patients" . It was also designed a code of behavior for this kind of patients called " The 7 Laws for Success of Diabetic Patient". It was observed, that for its confection, this behavior code was very simple and easy to remember for everybody, easy to be applied , with low cost and proved effectiveness. It was edited as a compact and simple message that frequently repeated is useful to reinforce this educational tool that exhort to diabetics to act of determined manner in order to eliminate, as the most completely possible form, the risk factors that favor the apparition of complications derived from this disease.

These laws are:

1- Diabetological education for diabetic patients and their relatives.
2- Systemic and quarterly control in the medical consultation.
3- Monthly visit to the podologist consultation.
4- Semester visit to the dentistry.
5- To reach and/or to keep the ideal weight following the indicate diet.
6- To practice physical and systematic activities according to age and
health status.
7- "No" law
- No Smoking
- No Alcohol
- No Drug - addiction.

"Dr. Salvador Allende " Clinical -Surgical Hospital is a big hospital composed of 43 independent wards, with a surface area of 24 hectareas. It has all the clinical - surgery specialties. It is a teaching hospital for pre and post graduated doctors. A School of Medicine is besides the hospital as well as a Health Polytechnical Institute, both are also called " Dr. Salvador Allende" and added at the Hospital.
